Abstract:

In 1998 The U.S. Centers for Disease Control (CDC) recognized the importance of community capacity by publishing a report titled "Identifying and Defining the Dimensions of Community Capacity to Provide a Basis for Measurement." Planning professionals have long claimed broad social benefits of participatory processes in community planning. Many of the benefits they claim closely fit the definitions in the CDC report.

In 2000 I was asked to duplicate baseline surveys to assess changing attitudes in three communities that were undertaking an experimental multidisciplinary and participatory approach to Acid Mine Drainage (AMD) remediation and community planning. With the encouragement of the director of AMD&ART, the nonprofit organizing the projects, I am using this opportunity to document the community capacity building benefits of these projects and to build on the CDC report by developing indicators of community capacity.

The products of this research will include a report to AMD&ART, which may be included in materials submitted to the U.S. Congress when the tax that funds AMD clean-up projects comes up for reauthorization in 2004. A second report on community capacity indicators will be designed to contribute to organizations and agencies concerned with capacity building, community building, and citizen participation in "smart growth" initiatives. The subsequent dissertation will become the basis for my continuing research investigating indicators and the relationship between citizen participation, community capacity, and smart growth.
